Looks like pretty normal unicode problem. Instances use different character encodings and I guess ActivityPub doesn't specify encoding.

I'm just too lazy to setup two Frendica instances, one with UTF-8 locale and the other with UTF-16 locale.

Sounds suspiciously like somebody has a MySQL/MariaDB table where utf8mb4 wasn't set correctly as the collation **or** their Friendica instance is really old (utf8mb4 wasn't really a thing until about 2015).

@Zap Oh! Yeah, that might be it. I'm too lazy to look, but it would make sense for region indicators to be outside the basic multilingual plane and possibly outside the range for 3-byte UTF-8.

3-byte UTF-8 only goes up to U+FFFF, exactly the BMP. I thought it might cover slightly more but had forgotten just how much space the length and sync bits take up.
