Debian still allows developers to upload binaries?? Or is this documentation out of date?

I am trying to find the cut-off date when Debian stopped relying on developer-built binaries and switched to buildd builds. The above, if accurate, means it still hasn't happened.

The oldest version of https://wiki.debian.org/ReproducibleBuilds?action=recall&rev=1 is from 2013.

It's not accurate: nowadays (bullseye) uploads can't migrate from sid to testing unless they were source only.

It is still necessary to make a binary upload for packages that have to enter the NEW queue, however.
