But yeah, before Mussolini appropriated them for fascism the range of meanings was more in a range between Rule of Law, Lawful Authority, Justice, Unity and other non-necessarily and some times very much not fascist things.

They apparently eradicated them in Italy after the fall of Mussolini, but they're conveniently everywhere in Washington .
